You are seeing the context menu invoked with a right mouse click from the canvas/background area of the application.

Fully end user customizable menus

The end user can customize menus and toolbars anyway they want to. In order to keep things simple for a support department, there's a restore option available that will reset all changes to their original state.

This is using the iTunes skin, a great number of skins are included with the download.
